I came up with a great business idea and thinking about starting a online business. But I am not a professional programmer. Even though I can do part of back-end design, I can not do the whole thing myself. In this case, is it better for me to try to talk to VC for funding so that I can hire more people for development? Or I should just find some developers to join the team in the first place? Thank you

In addition to Kenn's answer, I think the answer to your question lies in the "size" of your programming project need. If the software/web service you're planning requires a lot of coding - let's say you need to develop a large scale web based information system with web based front end (need for graphic design), database backend (need for db-design), software "engine" to run the whole thing (need for sw-design) and maybe some connections to third party software -> I would definately go and seek for a VC or angel investor. They are usually well connected and know how to go about building the business you're planning.

If, on the other hand, you're project is relatively small and doesn't require "that much" coding -> I would probably outsource the programming tasks. There are a lot of alternatives here, but you could try oDesk, eLance or Freelance Switch. There are many other's as well, but these three are a good start.

It's unlikely that a VC will want to fund your idea if you don't at least have a prototype (or some impressive prior experience with starting a company). Your best best is probably either to approach angels or friends-and-family investors if you need some funds, or to really bootstrap the project by using resources from sites like Juha mentioned. You might also be able to convince some developers to work for equity if your idea is really compelling.
