If you want to incorporate out of state, you need a registered agent to take care of the paperwork. There are many companies which offer this service, but it isn't necessarily a good idea to pick the cheapest one. I've read that some companies offer the initial service for an attractively low price, but then hit you with big fees if you want them to continue to serve as your registered agent. You can switch to a different registered agent, but you need someone to perform this service, or your corporation will be dissolved.

Does anyone have any recommendations for registered agents that are affordable and honest?

I don't have any recommendations for professional registered agents, but you could always register the company using the name and address of a friend or relative.

But note that even if you register an LLC outside of California, you're still subject to the annual minimum state tax of $800/year as long as you still reside in CA. I know, I explored this myself when I lived in SF before accountant shot the idea down.
